Florida Captioning Services (FCS) was founded in 1989 in order to meet the captioning needs of the Orlando, Florida NBC affiliate, WESH-TV, which was one of the first network affiliates in the nation to caption local news. FCS has continued to grow, providing real-time captioning and post-production television captioning and wireless streaming Internet captioning

As one of the first 100 captioners in the United States, FCS CEO Peggy Belflower is a pioneer in the industry. Peggy began her career as a certified official court reporter and freelance deposition reporter. She is past president of the Florida Court Reporters Association (FCRA), is a Fellow of the Academy of Professional Reporters of the National Court Reporters Association (NCRA), and has been certified at the NCRA's highest level of accuracy and speed, the Registered Merit Reporter. In 1990, she received the Emily Mann Distinguished Service Award for her outstanding contributions and service.
